The tiny blue sphere surrounded by clouds looked like a jewel in the night sky, located in the Sol System about two-thirds the way out in the arm of a spiral galaxy. It had been recorded and watched at intervals for 500 million years by the High Council of Osiria [Kepler-452]. There had been a continuous presence of Osirians on the planet for the last 10,000 years. Events had been recorded by the archivist of each period. At first, there had been intervention at the molecular level of various hominid populations as it became clear that this planet had great potential. The Policy of the Osirian High Council had changed, mandating a policy of non-interference with Homo sapiens over the last 2000 years. Interbreeding was no longer allowed. Hybrids were often sterile and carried characteristics of humans and Osirians.
It became apparent, as a burgeoning population of humanoids threatened to inflict irreversible damage to the planet, that the policy must be amended to protect the planet, not FOR Homo sapiens, but FROM them. Extermination was one possibility. The design of that policy was yet to be determined.
